However, if the series is popular and many has purchased the good numbers, then you might end up with an ugly/unlucky number for your car number plate.
Instead of leaving it to chance, many Malaysians have decided to fork out some money to obtain a good number for their car. There are several ways to buy a car number plate:

c) Buy from JPJ yourself (as described in the steps below) - RM210
d) Pay a runner to do (c) - additional RM100
e) Pay RM50 for each number that you do not want

1. Things to prepare
Before going there, the car dealer advised to prepare a list of between 6-10 numbers and avoid those numbers that are usually tendered. I think 10 is not enough. Try to come up with between 30-50 numbers and then rank them. Let the list with the highest ranked numbers to be checked first. If available, ignore the balance lower ranked numbers.

2. Directions to JPJ WP Setapak
JPJ Wilayah Persekutuan is along Jalan Genting Klang. If you are coming from TARC (MRR2), avoid queuing with the heavy vehicles on the left most lane heading to PUSPAKOM for inspection. They will turn left into Jalan Kilang Tiga at the traffic light after the school. Take the second left lane or the middle lane and go straight at the traffic light after the school. Then turn left after a variety of shops on your left with lots of signs representing insurance companies. You will reach a T-junction with JPJ building straight ahead. Turn right to get to the car park.

Parking is free but it is usually packed since many people go to JPJ for a variety of reasons - insurance, road tax, license, inspection, registration. Walk to the main JPJ building. Downstairs, there will be a bunch of people asking you if you need anything.
Some of these people are runners while some are just there hoping to make a quick buck from clueless visitors. If you know what you are doing, then just refuse and continue your way.

3. Go Upstairs to Pintu 2
The building has only 2 floors. You will need to go upstairs to Pintu 2. There is a staircase in the front of the building. This staircase leads straight to Pintu 2.
When I got there at about 2.15pm, there was already a queue from inside Pintu 2, out the door, down the stairs and to the downstairs pavement. I already knew W xxxx M series was a popular series but I wasn't expecting this. No choice, join the queue.
Inside Pintu 2 is a big hall with many counters and a waiting area in the middle. In the photo, you can see how crowded it is. You will need to get a form and a queue number first.
4. Get a Queue Number
When reach the ticket counter, ask for the form to buy number and a queue ticket. The counter 'staff' will press for the queue ticket and give it to you.
The picture shows a queue ticket. 2xxx is for the express counter that handles Warga Emas and Pregnant ladies. If you fall within this category, remember to ask for the express counter.

Earlier in 2012, there were TV monitors showing numbers on the screen for everyone to see. I can't remember whether the numbers were available numbers or registered numbers. But the running numbers are no longer shown. Instead, they paste the series (see photo) on the wall/pillar for everyone to know what series that is currently running. WxxxxM has already started when I was there and eventually they changed the paper display from W_ _ _ L to W _ _ _ M.
Try to sit at the front row seats. Why? Because when I was there, a lady came out and announced that those buying numbers can go straight to counters 17, 18 and 19 but please queue. Imagine the rush that happened and the frustration of those that took the queue number earlier but now have to stand in another queue. This didn't happen in 2012 when it was less crowded. My guess is that they were just trying to speed things up.
Try to sit at the front row seats. Why? Because when I was there, a lady came out and announced that those buying numbers can go straight to counters 17, 18 and 19 but please queue. 5. Purchase your number plate at the counter
When your queue number is called, go to the counter and submit the form, copy of your IC and the (first) list of numbers. They will check each number on your list one by one. Numbers that are not available will be striked out. Numbers that are available will be circled. If you get many circles, then great!
Some numbers are available but reserved. These are usually double numbers such as 8118, 6776 and 2828. In order to get them, go downstairs to Pintu 6 (Bilik Pengarah) and purchase it from him. I heard someone paid RM500 for 6776.
If the number of your choice is available and not reserved, inform the counter staff and pay RM210. When I was there recently, the lady at the counter was not in a cheery mood. When I comment about how busy it was, she only had one thing to say "nombor". But credit to her for she was lightning fast in doing her work. The numbers were quickly checked and while considering the final choice, she already keyed in the name, address and other details into the PC for printing the receipt. Good job!

Finally, a receipt will be issued. Please check the details. You will have 30 days to register your car. Ensure you get the receipt to your car dealer soon as you can for them to register the car. This also means that you can purchase a car number plate first, then buy your new car (or motorcycle) and register it within 30 days.
When we returned to the car dealer with the W xxxx M number, they told the story of how another customer went to buy W xxxx M number also but none of their 50 numbers were available! Panic until ask the counter staff for her car number. So, if the series is going to be popular (ask your car dealer if you are not sure), prepare more numbers just in case.
Remember, if you are prepared then you won't panic and choose any number. Likely you will be able to get a nice number for your car.
